The Alaska Forum for Environmental Responsibility was born out of a concern that the lack of government and industry accountability to the public mandate to safeguard Alaska's environment threatens the ecological integrity of Alaska and a diverse, sustainable economic future for all Alaskans. We believe it is irresponsible to allow industry or the state to aggressively pursue short-term profit at the expense of public health and the environment. The Alaska Forum does not oppose the utilization of Alaska's oil, timber and other natural resources. Instead, we believe natural resource utilization must occur in a manner that protects the long-term health of our environment, the foundation of Alaska's economic future.

The mission of the Alaska Forum for Environmental Responsibility (Alaska Forum) is to hold industry and government accountable to the public mandate to safeguard the environment, provide a safe and retaliation-free workplace, and achieve a sustainable economy in Alaska.

Underpinning our mission is the understanding that if laws are disregarded by industry, un-enforced by federal and state governments, and unknown to or under-utilized by citizens and citizen groups, legislation and regulation will have little impact on environmental protection and the sustainability of Alaska's economy.

Current oil industry practices, as well as inadequate government oversight of these industries, threaten the long-term health of Alaska's marine, freshwater, and forest ecosystems. Moreover, conscientious government and industry employees who speak-out about threats to the environment and worker safety often suffer harassment and retaliation by their own employers. And citizen participation in environmental decision-making and problem solving is often lacking.

With the aforementioned, which outlines the Alaska Forum's interest in the Trans-Alaska Pipeline lease renewal scooping process, the Alaska Forum offers the following information as background that must be considered when assessing the need for any new requirements that should be made part of the proposed lease renewal process.

This information documents citizen, government and industry involvement in TAPS for most of its history. You will note that Citizens have long warned government and industry of potential issues, fought for safeguards and been routinely ignored or dismissed through that effort.

As we all know many of the serious events that have plagued TAPS were predicted by citizens well in advance of the events actually happening. Those warnings have been continually dismissed by both the oil industry and the government oversight agencies.

In this submittal, the Alaska Forum has compiled part of the public record that attests to the difficulty of getting the oil industry and Government agencies to implement preventative changes prior to some catastrophic event happening.

You should note that before the Alaska Forum's existence, individuals such as private citizens and some government officials gave ample warning and requested changes and increased oversight. The oil industry and to some extent the government agencies routinely attacked these messengers and dismiss their message.

This memo lays out some of the history in a bibliography with some bullets items and provides an electronic copy of this material.

This line is followed by the specific cite and a brief document substance.
